Rick Perry was asked, via a viewer-submitted question whether his proposal for zero-based budgeting for foreign aid would apply to Israel.
“Absolutely. Every country would start at zero, Perry said — but then immediately added: “Obviously, Israel is a special ally and my bet is we would be funding them at some substantial level.”
