Democratic members of Congress shot down White House budget chief Mick Mulvaney’s proposal on Friday to fund Obamacare subsidies to insurers in exchange for funding to build President Donald Trump’s proposed border wall.

“We’d offer them $1 of CSR payments for $1 of wall payments. Right now that’s the offer that we’ve given to our Democratic colleagues,” Mulvaney said at a Bloomberg Live event on Friday as quoted by the Hill, referring to cost-sharing reduction payments.

A spokesman for Senate Minority Leader Chuck Schumer (D-NY) in a statement Friday called the proposal a “gambit to hold hostage health care for millions of Americans” and “a complete non-starter.”

Sen. Kamala Harris (D-CA) on Friday called Trump’s proposed wall “a stupid use of money” and pledged to block “any funding for it.”

Rep. Ted Lieu (D-CA) tweeted that he would only vote to fund Trump’s “stupid” proposed wall “if Russia pays for it.”
