In this photo taken Tuesday, Feb. 28, 2012, reactor buildings of Unit 6, left in center, and Unit 5, right in center, at Tokyo Electric Power Co.'s tsunami-crippled Fukushima Dai-ichi nuclear power plant is seen through a bus window in Okuma town, Fukushima prefecture, northeastern Japan. Right after three reactors of the plant sank into meltdowns, the government vowed to crack down on the cozy relations between the nuclear industry and its regulators. However, Japanese regulators have responded more slowly than their American counterparts did after the accident at Three Mile Island in 1979. Only two plants - one of them is Fukushima Dai-ichi - have built up seawalls since the meltdowns. "All we can do is pray a tsunami won't come," said Hideyuki Ban, who heads the anti-nuclear research group Citizens' Nuclear Information Center and sits on a government panel on atomic energy policy. TOKYO (AP) — An earthquake with preliminary magnitude of 7.3 has struck off the coast of Fukushima prefecture in Japan. A tsunami warning for waves of up to three meters (10 feet) has been issued.

The Japan Meteorological Agency says the quake struck around 6 a.m at a depth of 10 kilometers (6 miles).

Fukushima prefecture is north of Tokyo and home to the nuclear power plant that was destroyed by a huge tsunami following an offshore earthquake in 2011.
