So much is going on that a lot of it, I don’t get a chance to share with you, or discuss with you. One pretty important thing has to do with the privacy of IRS records, your tax returns. DOGE operatives embedded at IRS last week were putting together a plan to allow IRS to share confidential tax records with agencies and civil servants across the government. As near as I can tell, and except for in very specific and limited circumstances, that’s illegal. The IRS lawyers said, wait, that’s illegal. You can’t do that. So that got shut down. But now they’re looking for creative ways to do it anyway. In other words, the illegality appears not to matter. They’re also creating an ‘agreement’ through which the Department of Homeland Security can request that certain businesses be audited. In theory, that’s because ICE suspects they’re employing undocumented immigrants. Again, against the law. But they seem to be on the way to doing it anyway. It’s that next step which is the big thing here and which we are seeing again and again. 1. That’s illegal. 2. Try harder. 3. Okay.
An Economy and a Government are Not Like a Business
One of the great truisms about economics is that people assume CEOs have a deep understanding of economics when in fact most evidence suggests they don’t. This isn’t just the general and often true fact that people think captains of industry type CEOs are smarter than they really are. It’s more specific: what’s good for an economy isn’t just not identical to what is good for a company. Often they’re precisely opposite. You really don’t need to do anything more than actually read Adam Smith to know this. (You could actually argue it’s one of his central points.) And the point I’m making here is one that is almost a commonplace in policy circles if not on TV stock market news. I note it here because it’s possible, frighteningly possible, that we’re in the midst of a real world illustration of this reality, maybe one of the biggest or even the first.

It hasn’t gotten a lot of attention but Donald Trump’s February 11th “workforce optimization” executive order provides a very clear framework for the end stage goal of all the cutting. After a bunch of specific imperatives listed under Section 3-C of that executive order, it includes the following language: government department and agencies must plan to cut “all components and employees performing functions not mandated by statute or other law who are not typically designated as essential during a lapse in appropriations as provided in the Agency Contingency Plans on the Office of Management and Budget website.”

The Atlanta Fed has again lowered its projection for first quarter 2025 GDP. It had been predicting growth of 2.3%. At the end of last week that was revised to 1.5% contraction and this morning they were again down-revised 2.8% contraction, or in other words 2.8% negative growth. To be clear these aren’t final or official stats. We’re only two-thirds of the way through the quarter. They are a prediction based on current indicators. But if it’s not clear that would mean a steep move into recession. And the numbers which presage that outcome are largely tied to general economic uncertainty and various collective economic decisions based on the expectations of a dramatic ramp up in U.S. tariffs and tariff retaliation.

As you probably know a second version of the Elon/DOGE threat email went out this weekend, actually on Friday evening, and it’s due tonight at 11:59 PM. From what I can tell everyone in the leadership of the different agencies, with like one and a half exceptions, has gotten their ducks in a row and now everyone has to respond. I haven’t done a systematic survey. I’m not even sure that’s possible. But every agency or department I’ve heard about or from is telling their employees they have to reply. So that mix of kinks, bobbled communication and soft insubordination seems all ironed out now.
The only exception I’d heard about before mid-morning was the Commerce Department, which is odd since Secretary Lutnick appears to be as tight with Trump as almost anyone in the administration. A Commerce Department guidance email says that employees should reply with the requested information but send it to their supervisor. They are not required to send it as a reply to OPM/DOGE. Not sure what that’s about.

House Speaker Mike Johnson (R-LA) made the rounds on major news networks on Sunday, saying he wants to pass a “clean” continuing resolution to fund the government through September — the end of the fiscal year.
As he pushed for the new plan — dropping all talk of a bipartisan funding agreement and pushing forward with a stopgap bill that would fund the government at current levels — Johnson tried to blame Democrats for GOP leaderships’ own change of heart.

The Retribution
A senior USAID official was placed on leave Sunday after he wrote a memo blowing the whistle on the Trump administration’s failure to provide lifesaving humanitarian assistance, contradicting claims by Secretary of State Marco Rubio that it was exempt from the freeze on foreign aid.
Shortly after receiving notice that he’d been placed on leave, Nicholas Enrich, USAID’s acting assistant administrator for global health, released a series of memos he’d written. The memos were obtained by the NYT, but it seems to have posted just one of them.
The impacts on global health outlined by Enrich are devastating, wide-ranging, and suggest hundreds of thousands of avoidable deaths will result from Trump’s lawless destruction of USAID.
On a more mundane level, the subtext of Enrich’s revelations is that Rubio and the administration have been less than fully candid with federal courts handling cases challenging the USAID freeze, the sacking of most of its staff, and the termination of most of its contracts.
Whether those misrepresentations are sufficiently material to result in any legal or political blowback will be tested in courts in the coming days.
Trump Administration Wrecks USAID Life-Saving Programs
[O]n Wednesday, Rubio and Marocco completely ended nearly 10,000 aid programs in one fell swoop — including those they had granted waivers just days earlier — saying the programs did not align with Trump’s agenda. The move consigns untold numbers of the world’s poorest children, refugees and other vulnerable people to death, according to several senior federal officials. Local authorities have already begun estimating a death toll in the hundreds of thousands.
Judge: Trump’s Firing Of U.S. Special Counsel Was Illegal
U.S. District Judge Amy Berman Jackson ruled over the weekend that President Trump’s firing of U.S. Special Counsel Hampton Dellinger violated a statute that limits the president from removing that official except in cases of “inefficiency, neglect of duty, or malfeasance in office.”
The firing was part of Trump’s broader attack on independent agencies while advancing the claim that Congress cannot limit the president’s power to remove executive branch officials.
The Trump administration immediately appealed Jackson’s ruling to the D.C. Circuit Court of Appeals. The Supreme Court is expected to decide the case ultimately.
The Purges
- The Trump administration plans to cut Social Security staffing by some 7,000 workers, or 12% of its workforce, and close six regional offices.
- Former NIH director Francis Collins has retired from federal government work without giving a reason.
- CNN: US intel shows Russia and China are attempting to recruit disgruntled federal employees, sources say.

- NYT: “A federal judge said on Friday that it seemed “factually inaccurate” for the Trump administration to keep insisting that Elon Musk has no formal position in an operation that has led to mass firings of federal workers and the hobbling of the nation’s foreign aid agency.”
- WaPo: “Officials from Elon Musk’s U.S. DOGE Service have expressed interest in using personal tax records to check federal benefits payments for fraud, which would mobilize the IRS to drive the Trump administration’s campaign to cut government spending, according to three people familiar with the situation and records obtained by The Washington Post.”
- NYT: “Federal workers started to receive emails late Friday evening asking them to provide a list of accomplishments from the week, a reprise of a request by Elon Musk that spread fear and confusion through the government just days ago.”
The GOP Brings Back Its Patented Funny Math
Unable to reconcile its over-the-top political rhetoric with the policy realities, the Republican Party over the years has taken to jiggering the math so their preferred policies don’t look as bad as they are. Here we go again:

The Jan. 6 Erasure Continues
Acting DC U.S. Attorney Ed Martin has demoted several senior prosecutors in his office, including some involved in the prosecutions of Jan. 6 rioters, the Proud Boys, and the Oath Keepers. But the retaliation against prosecutors extended to other cases perceived as anti-Trump.
Epilogue: Mar-a-Lago Documents Case
The FBI returned to President Trump on Friday the materials its seized during its August 2022 search of Mar-a-Lago for classified documents. The returned materials were loaded on Air Force One at Joint Base Andrews and flown back to Mar-a-Lago.
Trump’s Oval Office Ambush Of Zelensky
As Europe scrambled to come to Ukraine’s aid in the aftermath of the Trump-Vance Oval Office ambush, domestic news coverage in America continued to operate from the flawed premise that the United States wasn’t already in the process of pulling the rug out from under Ukraine and feeding its ally to the Russian wolf. Even Sen. Lisa Murkowski (R-AK) recognized the reality of what’s been happening in the first six weeks of the Trump administration. But much of American political media remains in denial.
