Another overlooked point about President Obama’s pay freeze plan. He can’t just do it administratively. As his aides noted on a conference call earlier today, actually accomplishing this — as opposed to announcing it and catching all the flack for it — will require Congress to act. In other words, if Dems really don’t want this to happen, they can stop it.
