The House ethics committee has concluded that Republican leaders did not break any rules in handling ex-Rep. Mark Foley’s improper advances to former male pages but were negligent in protecting the teenagers, a congressional aide said Friday.

The executive summary of the panelâs report does, however, state: âIn all a pattern of conduct was exhibited among many individuals to remain willfully ignorant of the potential consequences of former Rep. Foleyâs conduct with respect to House pages.â
