Health and Human Services Secretary Kathleen Sebelius conceded Wednesday that the Affordable Care Act, plagued by a litany of problems since its unveiling on Oct. 1, would have been better served by a “slower launch.”

“Knowing what you know today, you would have started the launch Oct. 1st?” asked Rep. Fred Upton (R-MI), the chairman of the House Energy and Commerce committee, during a hearing on Capitol Hill.

“I would have done maybe a slower launch,” Sebelius responded.

The administration announced Wednesday that enrollment in Obamacare picked up in November, but the pace still lags falls behind original goals set by federal officials.
