House Speaker John Boehner (R-OH) bashed the health care law Tuesday in a press conference.

“There is no way to fix this monstrosity,” he said when asked what he planned to do to fix the law.

Boehner added that government-supplied health care “defies any, any sense from my standpoint.”

The speaker also offered a cautiious response to recent reports that the National Security Agency was spying on allied foreign leaders.

“We’ve got to find the right balance here,” he said, explaining that the government has obligations to the American people and to foreign allies.

When asked about budget negotiations, Boehner said he was committed to drafting a comprehensive budget, but called on President Obama to lay out a plan to avoid another government shutdown and cut spending.

“We’re in a situation now where it’s time for the President to get serious,” he said.

Boehner called automatic budget cuts known as sequestration a “dumb way to cut spending,” but said he would wait for the bicameral budget conference before moving on the issue.
