Speaker John Boehner (R-OH) told reporters Tuesday that the House won’t raise the debt limit without meaningful spending cuts.

“We’re not going to raise the debt ceiling without real cuts in spending. It’s as simple as that,” he said.

He invoked the so-called Boehner Rule, which involves a dollar of cuts for every dollar of increase in the debt ceiling, as the right way to go.

The White House has insisted it won’t negotiate with Republicans on the debt limit, which will likely be reached again this fall.
