Reuters reports UEFA, Europe’s soccer governing organization, has opened up disciplinary proceedings against Russia and Spain for the racist behavior displayed by fans of both nations during the Euro 2012 Championships. Spain’s fans have been accused of “improper conduct” in a game against Italy, while Russia is being cited for fans’ taunts in a game against the Czech Republic.

This is the first fine coming against Spain, but Russia has been cited for its fans’ unruly behavior on three previous instances. Both cases will be dealt with on June 28.
