Sum-Up: The Administration Is Using Two Tactics to Undermine Obamacare

The Trump administration’s health care agenda is advancing along two separate tracks: At the same time that Health and Human Services is encouraging the proliferation of cheap, skimpy, short-term insurance plans designed to lure younger and healthier people out of Obamacare’s individual market, it is also making it harder to qualify for free or subsidized comprehensive insurance (at the moment, this means undermining Medicaid). That first effort — to make available cheap, short-term health plans that violate the minimum requirements in the Affordable Care Act — will cause premiums to go up by more than 18 percent per year, according to a new study by the Urban Institute. While the Trump administration has insisted that only about 200,000 people will leave the individual market for one of these short-term plans, the Urban Institute study suggests the number could be closer to 2.5 million.
