Hillary Clinton will hold an early voting rally in Cedar Rapids, Iowa, on Friday at 2:15 p.m. ET, just over an hour after FBI Director James Comey announced to Congress that his agency was looking into new emails from the personal server that Clinton used as secretary of state.
