The Gist: After seven years of failing to coalesce around an Obamacare replacement bill, GOP congressional leaders unveiled Monday evening legislation to dismantle the Affordable Care Act and replace it with a program that includes enough government assistance to alienate conservatives, who have called some of the proposals “Obamacare-lite,” while scaling back other coverage gains made under the ACA that could make moderate Republicans uncomfortable.

The Gist: Rep. Jason Chaffetz (R-UT) on Tuesday morning brushed off concerns about the access low-income Americans will have to health insurance with Republicans’ plan to replace Obamacare, arguing that Americans will just have to choose between a new phone and health insurance.

The Gist: President Donald Trump shoveled praise Tuesday morning on a new health care proposal that would replace the Affordable Care Act.

The former director of the CIA said Monday that President Trump could simply demand proof that his phones had been tapped from the intelligence community, and that perhaps Trump “just for a moment forgot that he was President,” in making the claim without proof, TPM’s Matt Shuham reported. “It looks as if the President just for a moment forgot that he was President,” Hayden said. “Why didn’t he simply use the powers of the presidency to ask the acting director of national intelligence, the head of the FBI, to confirm or deny the story he apparently read from Breitbart the evening before?”

From a TPM Prime member: “I think they will ‘repeal’ the ACA, in some manner, and ‘replace’ it, with something. They will redefine success in some way that allows them to succeed. But I think they’ll regret it, bigly. After they figure out the legislation, and the financing, and it’s signed and litigated and rolled out, what will the average family’s first-hour real-world experience with RepubliCare be? The answer is: medical underwriting. Every proposal so far has a high risk pool, therefore the first question from every insurer will be: do you belong in the high risk pool or not? Medical underwriting is the hateful process that people have forgotten about, and it’s going to be more aggressive and intrusive than ever. And there’s no way to deny that it’s happening, and no way to blame it on Obama. This issue has been hidden to date under the rock of ‘pre-existing conditions’, as though only the 40 million people that have health problems are affected. But it actually affects everyone in the individual market, and it’s a serious political problem and a potential killer of both people and parties.”
