White House spokesman Jay Carney pushed back Wednesday against a report that said the Affordable Care Act’s online health care marketplace would not likely be up and running by the end of the month as the Obama administration had promised. 

“The fact is, on Nov. 13 we are not where we will be and want to be by Nov. 30,” he said in a press briefing. “But it remains the case that we believe the site will be working smoothly for the vast majority of users by the end of the month.”

Carney added that even though the web portal is expected to function normally for the majority of users by that time, some individuals are still bound to face technical difficulties.
