The International Telecommunications Union, the U.N. agency that has been accused of attempting a takeover of the governance of the Internet, is considering a proposal from a bloc of 35 European nations that would allow them to tax sources of heavy online traffic, such as U.S.-based websites like Google and Facebook, according to a leaked document obtained by CNET.
