Sen. Pat Toomey (R-PA) said Wednesday that he cannot promise to vote for the background check bill headed to the Senate floor Thursday. How he votes on the background check bill in the Senate will depend on which amendments — including the one proposed by himself and Sen. Joe Manchin (D-WV) — will determine how he votes on the actual bill, Toomey said during a news conference Wednesday.
“I don’t predict how I’m going to vote on a measure that isn’t defined yet,” Toomey said. “Since this might very well, and I hope it will be an open amendment process, I don’t know which amendments will succeed or fail so I’ll make my final judgment when I see the final product.”
Toomey and Manchin will propose an amendment to the universal background check bill which would require background checks on firearm purchases at gun shows and online but exclude private sales.
