As of 11:52 p.m. ET, Rick Santorum has a lead of 113 votes.
With 96% of precincts reporting, Santorum has 29,051 votes, and Mitt Romney 28,938 votes, for about 25% each.
In theory, Romney might be able to make up the difference. Dubuque County, where he has been leading Santorum, is only 74% reported — but on the other hand, Romney’s raw-vote lead there right now is just 118 votes.
Based on Dubuque and outstanding precincts scattered throughout other counties, such as Clayton, Scott and Muscatine, Romney could potentially still win — but this is not in any way certain.
