Lawyer and former New York City Mayor Rudy Giuliani comments on a lawsuit filed against video game giant Activision by former Panamanian dictator Manuel Noriega outside Los Angeles Superior court in Los Angeles Thursday, Oct. 16, 2014. Noriega claims his likeness was used without permission in "Call of Duty: Black Ops II" and he was portrayed as a murderer and enemy of the state. Activision attorneys said allowing the case to proceed would make it difficult to include historical figures in games, books and other creative works. Los Angeles Superior Court Judge William F. Former New York City Mayor Rudy Giuliani plans to meet with Sen. Ted Cruz (R-TX), Politico reported late Wednesday night.

Giuliani, who left the mayor’s office in 2001, has been giving “frank” advice to Cruz’s rival, Republican presidential frontrunner Donald Trump. He’s described Trump as “a close personal friend.”

Giuliani has not endorsed any candidate, but as Politico noted, this is a shift in behavior for the outspoken Republican.

The Cruz campaign did not return Politico’s requests for comments on the meeting.

Cruz doubled down on his attack of Trump’s “New York values” during a campaign stop in the Bronx on Thursday, saying they are “the values of liberal Democratic politicians” to whom Trump gave donations.
