President Barack Obama signs an accompanying letter to Congressional leaders after signing H.R. 152, which provides fiscal year 2013 supplemental appropriations to respond to and recover from the severe damage caused by Hurricane Sandy, in the Diplomatic Reception Room of the White House, Jan. 29, 2013.

Here is Obama’s letter:

Dear Mr. Speaker: (Dear Mr. President:)

In accordance with section 902 of the Disaster Relief Appropriations Act, 2013, I hereby designate as emergency requirements all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, as outlined in the enclosed list of accounts. The details of this action are set forth in the enclosed letterfrom the Deputy Director for Management of the Office of Management and Budget.
