Election day will be a “mess” in Philly if Pennsylvania’s voter ID law is on the books, a Philadelphia deputy city commissioner testified Wednesday. Jorge Santana testified that confusion over the requirements of the controversial law will create tension and chaos at polling places, the Associated Press reports.

Philadelphia Mayor Michael Nutter told TPM he was very worried about the impact of the law on his city and called the voter ID measure “a bad solution looking for a problem.”
