President Barack Obama on Monday offered an apology to the American people for crises that seem to paralyze Washington year after year.

“To all the American people I apologize that you have to go through this every three months it seems,” Obama said at a White House press conference, as the federal government shutdown entered its second week. “Lord knows I’m tired of it.”
