Attorney General Eric Holder gave the green light to the search warrant that named Fox News reporter James Rosen as a “possible co-conspirator,” NBC News reported Thursday.

Citing a “law enforcement official,” NBC reported that Holder signed off on the warrant in the spring of 2010 to find the source of a leak related to North Korea. The warrant said Rosen had possibly violated the Espionage Act.

President Barack Obama announced in a major counterterrorism speech Thursday that Holder will work with a group of media organizations to go over Justice Department guidelines on investigations that involve journalists. The Obama administration has been criticized by many for undermining the press with its aggressive pursuit of leaks.
