A former Justice Department spokesman under former Attorney General Eric Holder called FBI Director James Comey’s press conference announcing he would not recommend charges against Hillary Clinton over her email servers “absolutely outrageous.”
In a series of posts on Twitter, Matthew Miller said the FBI and DOJ are “supposed to speak in court,” not press conferences.
Absolutely outrageous presser by Comey. DOJ/FBI is supposed to speak in court. If it won’t make statements in court, it shouldn’t make them.

Miller also tweeted the presser was symptomatic of Clinton yet again getting “worse treatment than anyone else would.”
He also suggested that Comey’s announcement violated DOJ rules about disclosing information about ongoing investigations.

Presumably this means there is no “ongoing investigation.”
The investigation is now concluded.
It’s received substantial publicity with a lot of accusations about it being unfairly biased in favor of Clinton, and there’s a need to explain to the public exactly how it was conducted, just as outlined in paragraph B of the rules.
He thinks this is an example of Clinton getting “worse treatment than anyone else would”? I see it as helping her, by clarifying exactly why they’re not bringing charges.
