Transportation Secretary Anthony Foxx is the lucky winner of the weirdest contest in the federal government: Designated survivor during the State of the Union address.

As the designated survivor, Foxx will not attended Tuesday’s speech. It is a safety precaution in the event of a catastrophic incident while the most senior officials in government are gathered at the U.S. Capitol for President Obama’s speech.
