Sheriff Joe Arpaio’s office is expected to send a written response to the Justice Department on Wednesday over allegations that he runs an agency that frequently violates the rights of Latinos.

The Arizona Republic reports the Maricopa County, Ariz., sheriff plans to cooperate with reforms sought by the Justice Department, but it will come with a catch.

The sheriff’s deputy chief, Jack MacIntyre, told the newspaper: “You can’t take a handful of anecdotes and say that’s a systemic problem … In the letter we’re going to tell them we’re going to cooperate. But cooperation is a two-way street.”
