Eighteen human heads were discovered at Chicago’s O’Hare Airport on Monday, and investigators are now working to determine whether they are medical specimens, Fox 32 News reported.

Department of Homeland Security spokesman Brian Bell told Fox 32 News that there is no inherent issue with the transportation of body parts for medical purposes, as long as the package has the proper documentation.

“Everybody here is ‘Oh my gosh, you got a box of heads’ and everybody thinks that it’s unheard of,” he said. “It is a potentially legitimate medical shipment. We’ve seen it at various ports in the nation.”

Bell added that foul play is not believed to be a factor in the shipment of the heads. He wouldn’t identify where the package originated, but sources told Fox News 32 they came from Italy.
