Biden’s 1981 op-ed on the child tax credit is such a blast from the past that it’s hard to capture for a modern audience. It’s a reflection of outdated, highly gendered notions of family, but it’s also very specific to a period when rising divorce rates and more mothers entering the workforce were dramatically altering the postwar nuclear family norms. It’s startling to see the language Biden used, but also to recall the widespread worry about the fates of latchkey kids.
