GENEVA (AP) — The U.N.’s top human rights official says that Syria’s civil war is “spilling out of control” and represents a colossal failure to protect civilians.
Navi Pillay told the United Nations’ top human rights body on Tueday that war crimes and crimes against humanity are routinely committed in Syria, where foreign fighters are crossing borders to support both sides and destabilizing the region.
The 47-nation U.N. Human Rights Council is considering a draft resolution that calls for a probe into alleged abuses carried out by government forces and Hezbollah fighters in the Syrian town of Qusair, near Lebanon.
The draft resolution sought by the U.S., Turkey and Qatar seeks more aid access and civilian protections. Russia says the resolution is obstructing plans for Geneva peace talks next month.
