Author Tim O’Brien, who wrote “TrumpNation,” on Monday weighed in President Trump’s inflammatory rhetoric, which includes calling himself a “nationalist” and accusing the media of being the “enemy of the people.”
“Dog whistles are silent. This is a fire alarm,” O’Brien said on MSNBC. “There’s nothing quiet. It’s not new. Trump has been engaging in this kind of activity for decades.”

Doghorn (n.) - a dog whistle amplified to the volume of a foghorn.
Dog whistles aren’t silent, they are meant to be heard by those that can hear. Thus the idiom. The difference here is that Trump simply doesn’t bother to mask his speech or intent.
I’m sure the executives at NBC were stunned to hear this.
