DiNapoli’s case is built around the state’s pension investments in the company, which he argues gives the state a strong interest in knowing whether Qualcomm’s political activity could pose a risk for shareholders. Qualcomm’s founder and some of its top executives are major Democratic donors. DiNapoli is a Democrat.
