It’s not conceding anything to say you will agree to follow the established process. Except, of course, for conceding your “right” to win at any cost.
Scott Walker is answering a question that was not posed to Trump (“Will you commiit to conceding the election on November 3 if the results clearly show Joe Biden as the winner?”).
He is glossing over the fact that Trump was specifically asked whether he would commit to a peaceful transfer of power and refused, while stating explicitly that he was against “the ballots”.
