Can Boehner Whip the Votes?

President Obama, Harry Reid and John Boehner have reached a budget deal to avert a government shutdown before the election — but the Speaker apparently still needs time to strong-arm enough of his members into voting for it to pass the House. To give him time to do that, a vote on the deal has been put off until September.
