CHARLOTTE — Vice President Joe Biden coined the line “Osama bin Laden is dead, and General Motors is alive!” used by Obama surrogates on the campaign trail. In excerpts of the speech he’s set to deliver Thursday night at the Democratic National Convention here, Biden stuck to the message behind the second half of that quip: creating American jobs.

“Gov. Romney believes that in the global economy, it doesn’t much matter where American companies put their money or where they create jobs,” Biden says in the excerpts. “I found it fascinating last week — when Gov. Romney said, that as president, he’d take a jobs tour. Well with all his support for outsourcing — it’s going to have to be a foreign trip.”

Biden has been cast as President Obama’s ambassador to working-class white voters on the campaign trail, and the focus on Romney’s past involvement with outsourcing has proven to be a winning message for Democrats with that audience.

In the excerpts, Biden casts Obama as the candidate who can create jobs in the U.S.

“Look, President Obama knows that creating jobs in America — keeping jobs in America — and bringing jobs back to America — is what being president is all about,” Biden will say.
