DNI Mike McConnell said that restrictive FISA regs led to a critical delay in obtaining a warrant to surveil Iraqi insurgents who’d kidnapped American soldiers. But Ackerman’s sources disputed McConnell’s account. And now the Associated Press has obtained documents that appear to confirm Spencer’s reporting.
