There’s a lot included in the sprawling voting rights legislation that the House passed Wednesday. But one big thing is missing: a restoration of the Voting Rights Act. The law has been hobbled since the Supreme Court struck down in 2013 the key formula that determined which states need to get election policy changes pre-approved due to their past records of discriminating against minority voters.
