The Gerrymander That’s Not Being Fixed

The Census Bureau quietly announced Wednesday that for its 2020 survey, it will continue to count prisoners as residents of the communities where they’re incarcerated, not of their home communities.

In doing so, it missed a chance to make our badly skewed election system a little bit fairer.
