I’ll admit that before I started reporting out today’s story on why a move in Trump’s trade war with China was prompting concern about overseas Americans’ voting rights, I had never even heard of the Universal Postal Union, let alone President Trump’s plan to withdraw from it in October if it doesn’t accede to his demands.
