Last Friday, the RNC released a list of how each state would meet the RNC’s new rules requiring proportional allocation of delegates in all states whose primaries are held before April 1, 2012. According to election expert Josh Putnam, who gamed out what this could mean for the primary, the changes might have very little impact. All the states with primaries through February will continue to operate as they did in 2008, meaning the new rules won’t slow down Mitt Romney if he can wrap up the nomination before Super Tuesday.
