Europe, France Scale Back Ambitions Of Economic Summit

Instead of proposing a new treaty including all 27 members of the European Union, a French official suggested that a union of the 17 nations that use the euro might be more likely, the AP reports, alluding to an economic summit in Brussels beginning Thursday.
