The two-year bipartisan budget agreement between Rep. Paul Ryan (R-WI) and Sen. Patty Murray (D-WA) cleared a procedural vote in the House by a 226-195 margin on Thursday afternoon, setting up a few hours of debate and a final vote later in the day.
