House Speaker John Boehner (R-OH) on Thursday warned the White House about unilaterally enacting policy after President Obama on Tuesday said he would turn to executive action to push his economic agenda.

“I’ve got a pen, and I’ve got a phone,” Obama said before a cabinet meeting.

Boehner reminded Obama of his oath to uphold the constitution.

“I would remind the President he also has a constitution and an oath of office he took,” he said during a press conference.

The Speaker added that he felt Congress would be able to push bipartisan legislation in 2014.

“There’s no reason that this year can’t be a bipartisan year,” Boehner said.
