As I understand it, the Oil Pollution Act of 1990 places full responsibility for clean-up in the hands of the oil co., with the federal government in the role of oversight.
The LA Times had an article last Fri., that stated that hundreds of engineers, scientists, rival oil companies, and different federal agencies are all working together in Houston at the BP headqtrs.
Thad Allen was on Washington Journal this morning. He has stated as others have, that the government does not have the equipment or expertise to handle this spill. I was very impressed with his total command of the situation in terms of knowledge of the drilling rig, the spill, what may possibly work if the top kill fails, and what won’t work, i.e. blowing up the well. The administration really should have him doing more press conferences……..there wasn’t a question or issue that he couldn’t address completely and confidently.
Once again, this administration has failed on the messaging.
