Prostitution Rehab?

Philadelphia is taking a new tack with prostitution. Rather than jail, send prostitutes into therapy, at least therapy of a sort. It’s not rehab. But it is something like programs which channel drug offenders into rehab rather than prison. Is this progress? Can it work? Read our report on the experiment.
