Kendra Horn became the first Democrat to represent Oklahoma’s 5th Congressional District on Tuesday, narrowly defeating incumbent Rep. Steve Russell (R).

Russell called Horn to concede, according to local station KOCO.

The victory in the central Oklahoma district, which encompasses Oklahoma City, came as a pleasant surprise to national Democrats as they swept to a majority in the House.

Horn’s district voted 53 to 40 percent for Donald Trump in the 2016 presidential election, when Russell won his seat by more than 20 points.
