Wisconsin Gov. Scott Walker sat down with “Morning Joe” Wednesday morning and discussed whether Mitt Romney has found his voice yet on the campaign trail. Walker said he hopes Romney makes a “new splash” at the Republican convention. “I think there’s a lot of caution” in the campaign, Walker said. Walker said he doesn’t believe the election should be a referendum on President Obama.
“People don’t want to just vote someone out, they have to vote someone in,” Walker said.
