UNITED NATIONS (AP) — The United States is calling a ministerial meeting of the U.N. Security Council on Thursday afternoon on “the acute threat” posed by the proliferation of nuclear, chemical and biological weapons and their delivery systems.

A concept note circulated to the 15 council members and obtained by The Associated Press on Wednesday says the meeting will “discuss ways the Security Council can better enforce the resolutions it has adopted to prevent the spread of the world’s most dangerous weapons.”

The Security Council has adopted nonproliferation resolutions related to North Korea, Syria and Iran, but the note said sanctions and other obligations in the measures “are often flouted without penalty.”

The United States asked council members to speak about steps the council should take to improve implementation of these resolutions, and to help countries implement their obligations.
