CLEVELAND (AP) — A federal judge says Cleveland’s rules governing protests and marches during next month’s Republican National Convention infringe on rights of free expression, and he is ordering the city and a civil rights organization to begin negotiating new rules.
The American Civil Liberties Union of Ohio sued the city on behalf of two groups planning convention protests and marches— Citizens For Trump and left-leaning Organize Ohio — and an advocacy group for the homeless.
U.S. District Judge James Gwin on Thursday ruled that city rules limiting protests and prohibiting certain items downtown are too broad.
City attorneys told Gwinn that Cleveland would appeal his ruling, prompting the judge to order both sides into mediation with another federal judge overseeing talks.
