The prosecutor, John Durham, has been tasked with reviewing whether there is enough evidence to launch a full investigation of whether CIA officers broke laws in treatment CIA. Durham has been conducting the review, which has been criticized as too narrow in scope, quietly for the past 10 months.
As Holder explained last night after a speech at a law school in Washington:
"It's a question of whether people went beyond those pretty far-out OLC opinions, people who went beyond that. That's what we're looking at."
