The White House on Wednesday will release the full task force report proposing changes to National Security Agency surveillance programs, revealed by former contractor Edward Snowden.

White House spokesman Jay Carney said that once President Barack Obama decides which of the 46 recommendations his administration will implement, he will deliver a speech on NSA policies going forward.
