With the pandemic and the economic crisis it caused, Congress has a lot to consider under the new Biden administration. But not to be forgotten is the sweeping package of democracy reforms House Democrats unveiled in early 2019 — which includes several measures to open up access to the ballot box — as a signal of what they’d prioritize if Democrats won back the Senate and the White House.
